Consider an attacker who manages to acquire the spending keys to quantum
vulnerable outputs considered to be lost because they haven't been spent in
a long period of time. They could announce they will be performing a
quantum attack and then spend those outputs as evidence. They could then
short Bitcoin to profit. If this caused a panic, it is likely that other
outputs, assumed to be lost, would be spent as holders attempt to secure
their funds. This would look a lot like a quantum attack.

Imagine if a massive exchange hack happened a few years in the future as
CRQC is looking more and more real. The hacked exchange could deflect
responsibility by saying it was a quantum attack since everything was
stored in a cold wallet and a quantum attack is the only possible way it
could have happened. An executive at such an exchange may even convince
themselves that this is the best way to make their customers whole again.
They cause a panic then use the lower price to buy Bitcoin cheaper and then
announce they "discovered" the real cause of the hack and it wasn't a
quantum computer.

Well reasoned technical arguments about why something isn't a quantum
attack will lose to headlines unless it is beyond a reasonable doubt that a
quantum attack could not have taken place due to the vulnerable coins being
frozen.
