.SH ARGUMENTS
.SH DESCRIPTION
\fBhal_start_threads\fR starts all threads that have been created. This
is the point at which realtime functions start being called.
\fBhal_stop_threads\fR stops all threads that were previously started by
\fBhal_start_threads\fR. It should be called before any component that
is part of a system exits.

Returns a HAL status code.
